Personally for quick exp. I prefer the Mines. There isn't much time spent running around getting switches and traveling to the next populated area like other stages. It's also a good place to get tech disks, and armor to sell for meseta.
For pure visual enjoyment and atmosphere then it's Seabed all the way. The reflection effects and views of the ocean floor are superb.

i love seabed the sence of fear when you think a delbiter might spawn is great not to mention i found some of my best rares in seabed
