Gallons Shop and Paganini, what exactly can he power up? Options

allright, i figured out how to get paganini to say the following by trading 1 Photon drop for an addslot, he said:

The Geovenor General is working on a new weapon im sure i could make this weapon much stronger i may have said to much if you find this weapon in your hands come visit me

he said it both times i traded 1 PD for an addslot.

we must figure out what weapon he is talking about, and how to power it up, could it be S-rank weapons? i hope so. lets get to the bottom of this ASAP!

also note this was done while alone in a game, im unsure if it works when doing it with multiple players.

I had tried a few times with the S Rank Twin right after I got it, so not fully ground. He said nothing of Special Weapons or upgrading. He did say it randomly before though.
