Gallons Shop and Paganini, what exactly can he power up? Options

allright, i figured out how to get paganini to say the following by trading 1 Photon drop for an addslot, he said:

he said it both times i traded 1 PD for an addslot.

we must figure out what weapon he is talking about, and how to power it up, could it be S-rank weapons? i hope so. lets get to the bottom of this ASAP!

He said something slightly different for me. I had a fully grinded Srank sword equiped on my Hunter and a photon spehere in my inventory. Gave him 1 PD and got an add slot. After I got the add slot he mentioned being able to ehance a weapon, but it was a shame that I did not have that weapon on me. He didn't mention the government thing.

Iam not sure if he is able to upgrade Srank, if anyone else wants to try it they can. Maybe you need a certain item you on you.

I had tried a few times with the S Rank Twin right after I got it, so not fully ground. He said nothing of Special Weapons or upgrading. He did say it randomly before though.
