Its Nintendo's way of protecting kiddos from online predators. To actually have someone on your friend list on Wii (and DS) you need to exchange friend codes through some other means.
I'm not sure how that protects kids, since most people send it over email/IM... but whatever. I guess it just keeps the ball out of Nintendo's court.
